The purpose of advertisement is aimed at making more people have access to internet. Hence I is implicit. Advocating for best action on the internet indicates that the speaker must be assuming II.
Statement: The government will amend the Central Motor Vehicles Rules and other norms so as to promote safety, including strengthening, testing and certification facilities.
Assumptions : I. Central Motor Vehicles Rules are so flexible that the required can be made.
II. Existing Central Motor vehicle rules have no safety norms orr other necessities.
